will be set aside today. we will see three mayors coming together, the mayors of santa clara, san jose, and san francisco, promoting the idea of having a super bowl right here in this new same. they are promising a dynamic super bowl where you do not have to worry about electricity. they promise you will thought see a power outage like the super bowl in new orleans. the new stadium will have two new electrical substations and solar panels to provide extra energy. the new stadium is about 30 percent complete. it is set to open next year. it will cost about $1.2 billion to build. it is a finalist to host the 2016 super bowl. it is now between santa clara and south florida. this is the first super bowl here in the bay area since 1985 and 49er owner says the bid committee will present the bid at ownerss' meeting in may when the host city is chosen, so, today the mayors, the c.e.o., all will be showing off the stadium. they will give tours to the media. they will lay out the reasons why the super bowl should be held right here in santa clara. >> thank you. palo alto police have released a s

of child porn seized from the home of a substitute teacher in san jose. he was arrest wednesday where he taught. but he was also a substitute teacher in san jose's school district from 2009 until just last month. the superintendent of that district sent out letters to parents with information about his address and the list of schools that he worked in. he's at valuely med on a psychiatric hold after trying to commit suicide last night. >> there simply wasn't enough evidence, that's what the army is saying, about a decision to discharge the soldier instead of prosecuting him on rape charges. that soldier, jeremy goulet. he was accused of two rapes while in the army in 2006. former defense secretary leon pinetta and members of congress have demanded investigation into why the military did not prosecute these cases. today, an army spokesman defended the decision saying in one case, dna didn't match. in another case, a victim could not id him. the army says they need a deal that included an honorable discharge. >> for the first time in three years, the san jose police department toured in 34
property in the south bay. kpix 5 reporter anne makovec is in san jose this morning where warnings went out several days ago. >> reporter: the city says it gave these people 72 hours notice and today they are planning a clean-up. i'm on spring street in san jose and you can see campers remain on this public property. the clean-up though is set to begin this morning. and the city says it's going up to its police presence here. about 100 people having living in this encampment near the guadalupe parkway river. it's one of an estimated 60 camps throughout santa clara county. this one is in the flight path of the san jose airport so it's been spotted from above and it quickly grew after another sweep of a homeless encampment nearby. >> you move them interest one spot and they pop up in another -- you move them from one spot and they pop up in another. >> it's frustrating but part of the process. we have to be consistent as i said in our application on how we work with people. if we continue to work, i think everyone at the city believes that we will have
